An install that was given no domain died on its first read of DEPLO_DOMAIN, and the same crash broke taking over a machine: the takeover unit re-runs the installer before it starts listening, so the wizard sat on Moving the ports for good while the https address kept answering whatever was there before.
Stuck in a takeover? Re-run the installer on the host. It picks up where it stopped, and nothing already brought across is touched:
